Re: Request for briefing on delay of Public Reporting System overhaul

Dear Board of Elections and Public Campaign Finance Board,

We write today to request a detailed briefing on the status of the rollout of technology upgrades of the campaign finance software and Public Reporting System being undertaken by the MTX Group.

As recently as the February 25, 2025 board meeting, BOE staff were said to have assured the board that regarding “PCFB SBOE integrated software,” they should “expect a functional version of the software to be [sic] from mid-2025 for PCFB to get work on 2026 election cycle.” This was consistent with the Public Campaign Finance Program’s January 2025 End of Cycle Report (page 11), which said “the new software will be phased in for the 2026 and 2028 election cycles.” 

It is now August 2025, and given the lack of public updates, it seems unlikely that the upgrades will arrive on schedule. There has been no convening of the “working group” for user testing of the public facing software – which was supposed to be a feature of the agile development process called for in the RFP. Indeed, a year and a half after the contract was awarded to MTX, the public has not seen a product backlog or functional requirements document showing us what features MTX has been told to provide to the public.

We ask that the briefing from BOE/PCFB specifically address:

  • Current status and the reason for repeated delays (BOE selected MTX Group, which promised “light-weight” development based on modification of existing Oracle PeopleSoft software).
  • Updated timelines for consultations and user testing by the working group.
  • Project transparency: creating an up-to-date project page on the BOE site that includes a real rollout schedule and product backlog, functional requirements or an equivalent clearly listing the public-facing features.
