Reinvent Albany seeks a full-time Legislative Program Manager. Reinvent Albany is a 501(c)(3) nonprofit organization advocating for more open and accountable New York government. We are one of the state’s leading government watchdog groups and are regularly cited for our expertise on government transparency, ethics, government corruption, public authorities and public investment.

The Reinvent Albany Legislative Program Manager will track and research bills, draft bill memos, enlist support for legislative priorities, communicate with elected offices, and testify publicly. Reinvent Albany often works on legislation with other advocates and stakeholder groups, and the Legislative Program Manager will help foster these partnerships. The ideal candidate is deeply committed to winning a more transparent and accountable New York government.

Key Responsibilities and Requirements

  • Drafts advocacy and educational materials clearly and succinctly, including testimonies, letters, reports and fact sheets, memos of support and opposition, summaries, and other communications.
  • Identifies and researches bills and policy issues of interest in real time by monitoring legislative committee meetings and timely news alerts.
  • Manages Bill Memo Tracker on website and internal tracker that includes all monitored legislation. 
  • Tracks movement of all Reinvent Albany bills in real time through Legislative Retrieval System (LRS). 
  • Reviews releases and sign-on requests by partner organizations to relay items of interest to internal staff.
  • Testifies on behalf of Reinvent Albany before public bodies on broad issue areas. 
  • Develops and strengthens expertise on priority policy and legislative agendas.
  • Researches laws and legislation elsewhere and identifies best practices for New York. 
  • Facilitates working group meeting(s) and coordinates advocacy with external groups to advance legislative efforts.
  • Meets with legislators and staff to advocate for legislation and/or policies Reinvent Albany supports.
  • Builds and maintains collaborative relationships with key advocates, government and agency officials and their staff, policy experts, and other stakeholder groups. 
  • Travel to Albany to meet with the Governor’s office, legislative offices, and agencies.
  • Required registration as a lobbyist for Reinvent Albany with New York State and City.

Preferred Qualifications

  • Highly committed to Reinvent Albany’s mission of winning a more transparent, accountable NY government. 
  • Keen understanding of New York State and New York City legislative processes (will consider comparable experience with another large state and/or city legislature).
  • 3+ years of experience centered around reviewing or drafting legislation.
  • Excellent research, analytical, written, and oral communication skills.
  • Comfortable with public speaking and making cold calls. 
  • Demonstrated ability to proactively set priorities, work on multiple projects in potentially different issue areas, and quickly respond to breaking issues.
  • Skilled at translating complicated policy language into plain language for broad audiences.
